If no urine is encountered after having inserted the catheter a sufficient distance it may be that the lumen is blocked by lubricant gel.

Aspirate the main lumen with a syringe to dislodge the gel and commence the flow of urine.

Even a poor fitting syringe when pressed firmly into the catheter end will generate enough negative pressure to aspirate urine.
